This accessibility statement applies to towerhamletshomes.org.uk, which is run by the council.
We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen

How accessible this website is
We know some parts of this website are not fully accessible:
- most older PDF documents are not fully accessible to screen reader software
- instances of insufficient contrast between the text and background
- headings are not all structured in a way that helps assistive technology understand how content is structured
- you cannot always modify the size of font
- you cannot always skip to the main content when using a screen reader

The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations

- Colour contrast of text is insufficient for users with low vision. (1.4.3 Contrast (Minimum) (Level AA).
- Not all pages have titles that describe topic or purpose (2.4.2. Level A)
- Not all link purposes can be determined from the link text alone (2.4.9 Level AAA)
- Not all pages have titles (2.4.2 Level A)
- Not all pages use section headings to organise content (2.4.10 Level AAA)
- Not all pages have a mechanism to identify the meaning of abbreviations (3.1.4 Level AAA)
- Some container elements are empty or do not have unique IDs (4.1.1 Level A)
- Many documents are in less accessible formats, for example PDF.
We plan to fix all of these issues by 1st November 2023. When we publish new content, we will make sure our use of images meets accessibility standards.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. We plan to replace PDFs that are ‘in scope’ with web pages or, where that is not possible, make the PDF accessible, starting with the most frequently downloaded and most important PDFs.
Disproportionate burden
It may not be possible to make some of our more complex PDFs accessible, but you can request these in a different format.
